Zero Percent On-Bill Financing

Working in conjunction with its energy-efficiency rebate and incentive programs, Southern California Gas Company (SoCalGas®) is offering qualified customers zero-percent, unsecured loans to finance the purchase and installation of eligible measures.

Program Features

  • Loans are interest-free, unsecured and non-transferrable.
  • There is no penalty for early repayment.
  • Monthly repayments are billed on your utility bill.

Loan Amounts and Terms

Customer:

Eligible taxpayer-funded accounts of the state of California

Other eligible taxpayer-funded accounts (cities, counties, public schools, etc.)

Eligible business accounts1

Loan amounts (per meter):

$5,000 - $1,000,000

$5,000 - $250,000

$5,000 - $100,000

Maximum loan term:

10 years or useful equipment life (whichever is shorter)

10 years or useful equipment life (whichever is shorter)

5 years or useful equipment life (whichever is shorter)

1These include owners of multifamily units who do not reside on the premises.

Eligibility

Eligible customers:

  • On-Bill Financing is open to non-residential customers (including owners of multifamily units who do not reside on the premises).
  • Account must be active for the past two years in the same business and in good standing.
  • More restrictions apply (check with SoCalGas to verify eligibility).

Eligible projects:

  • Equipment must be installed at the meter of the account holder of record for which the loan is being made.
  • Project must meet terms and conditions of one or more energy-efficiency programs offered by SoCalGas.
  • If a combination of projects would help meet On-Bill Financing requirements, then a customer could receive a loan for multiple projects on multiple meters at a single location. For eligible institutional customers, these multiple projects could be on different premises of the same customer.
  • More restrictions apply (check with SoCalGas to verify eligibility).

Loans are offered only to projects that qualify for at least one of our energy-efficiency programs. Here is a partial list of programs and qualifying equipment:

Getting Started

Start saving energy today! On-Bill Financing can help qualified customers with zero-percent financing in just a few simple steps:

  1. After reviewing this program information, call 1-800-427-6584 (select option 6) or email us at scgobf@semprautilities.com to contact our program staff and see if your project qualifies. Qualified projects will receive a no-cost energy audit to determine the energy savings.
  2. Apply for the energy-efficiency rebate or incentive.
  3. Contact the On-Bill Financing staff for pre-qualification.
  4. Receive loan package once SoCalGas verifies other qualifications (such as maximum payback period).
  5. Sign and return the loan documents.
  6. After the loan documents have been approved by SoCalGas, install the equipment. SoCalGas will conduct 100 percent post-inspections of installed projects.
  7. Receive the loan. Your monthly loan installment will be included on your utility bill.

This program is provided to eligible customers on a first-come, first-served basis until the program funds are no longer available. This program is funded by California utility customers and administrated by Southern California Gas Company under the auspices of the California Public Utilities Commission. This program may be modified or terminated without prior notice. Eligibility requirements apply. Although SoCalGas does not require collateral for the loan, installers and other parties might require security or place a lien on the equipment installed. Southern California Gas Company is not responsible for any goods or services selected by the customer.
