
Building Safer Futures: SoCalGas Marks 10 Years of Mobilehome Utility Upgrades

As we mark the 10-year anniversary of the Mobilehome Utility Conversion Park Program, we reflect on a decade of remarkable achievements and community impact. Since its inception, the program has successfully converted over 34,000 mobilehome park spaces at 452 mobilehome parks, enhancing safety and reliability while providing cost savings opportunities to families converted to direct natural gas utility service.
A Journey of Transformation
Over the past ten years, the Mobilehome Park Utility Conversion Program has been dedicated to upgrading outdated utility systems in mobilehome parks throughout Southern California. Southern California Gas Co. (SoCalGas) has converted these mobile home communities from privately-owned, master-metered systems to new utility-owned systems. The conversion to an energy system owned and operated by SoCalGas allows residents in these communities to become direct SoCalGas customers. This provides them with a modern pipeline infrastructure, regular safety inspections, the ability to manage their natural gas usage, and eligibility to sign up for the company’s energy savings and bill-assistance programs, which can help them save money. This initiative has not only enhanced the quality of life for residents but also contributed to the overall safety and efficiency of our community's infrastructure. SoCalGas continues to uphold its goal of delivering safe, reliable and affordable energy to the communities it serves.
Milestones and Achievements
• 34,111 Spaces Converted: A testament to the program's success, these conversions have contributed to providing residents with modern, dependable utility services.
• Over 1.7 Million Feet of Gas Pipeline Installed: Replacing aging infrastructure has provided enhanced system reliability and safety.
• Year-to-Date Progress: In 2025 alone, 17 mobilehome park communities with 1,312 spaces have been converted to direct utility service, continuing the program's momentum and commitment to safety.
• Sustainability Efforts: The program has also played a crucial role in promoting energy efficiency and sustainability by providing residents with energy usage information, ways to save, and home weatherization services at no-cost to eligible customers.
• Customer Savings: Since its inception, over 12,700 families residing at converted mobilehome parks have benefitted from the CARE program where eligible customers receive a 20 percent discount on their natural gas utility bill.

"When we first learned of the Mobilehome Park Utility Conversion Program we couldn’t wait to apply. We knew that the aging systems in the parks we manage were fragile and this would provide an opportunity for the park owners to afford the upgrades they needed to keep their gas systems safe and deliver reliable energy to our residents,” said Sharon McDaniel, manager of the Birds of Paradise Mobile Estates in Fontana, CA, who shared her positive experience with the program. “After participating in 3 park conversions, I can say it has been well worth it, and SoCalGas has supported us every step of the way."
Future Plans
Following its successful rollout, The California Public Utilities Commission (CPUC) has plans for the Mobilehome Park Utility Conversion Program. The program is set to continue converting mobilehome park utility infrastructure until the end of 2030, with the goal of converting a total of 50 percent of the spaces in each utility territory to direct gas and/or electric utility service. The application period for the program recently concluded on March 31, 2025. This next phase will include a new risk analysis of all mobilehome parks in the program and produce updated priority lists for the utility companies to begin to work on.
Advanced Metering Benefits
One of the key advancements brought by the program is the installation of advanced meters for new SoCalGas customers. These meters provide residents with online access to hourly natural gas usage on a next-day basis, allowing for better monitoring and management of energy consumption. This technology empowers residents to make informed decisions about their energy use, leading to further savings and increased energy efficiency.
Customer Satisfaction
The program continues to receive high satisfaction ratings from residents, owners, and managers. According to recent surveys conducted by Davis Research, 100 percent of owners and managers had an overall favorable opinion of SoCalGas, and 85 percent of residents surveyed gave a favorable score. Mobilehome park owners and managers conveyed that they were satisfied with the construction process across all categories including transferring natural gas service from their park’s legacy system to SoCalGas, and the direct communication with SoCalGas representatives. These high satisfaction numbers reflect the importance of the program and the positive experiences of participants.
Income-Qualified Assistance Programs
SoCalGas offers various assistance programs for income-qualified customers, such as Customer Alternative Rates for Energy (CARE), Energy Savings Assistance Program and Medical Baseline Allowance. These programs help qualified mobile home park residents save money and make energy more affordable, further enhancing the benefits of the utility conversions.
