Community-Based Organization Arrears Case Management Pilot Program
The California Public Utilities Commission (CPUC) approved a Community-Based Organization Arrears Case Management Pilot Program (Decision 24-02-046) to reduce residential energy service disconnections by the four (4) Investor-Owned Utilities (IOUs). The utilities shall contract community-based organizations (CBOs) to provide case management services to assist customers in managing their unpaid bills, enrolling in energy assistance and energy efficiency programs and arranging bill payment plans. Pilot participation is capped at 12,000 customers statewide. The cap is allocated between utilities as follows:

Services Offered: If a customer chooses to participate, they will receive personalized support from a dedicated CBO case manager authorized by SoCalGas to assist with:
- Creating an action plan to reduce your past due energy bills and prevent service disconnection
- Enrolling in SoCalGas assistance programs
- Setting up a payment plan with SoCalGas
- Learning basic energy management and cost-savings tips
Pilot Timeline: The pilot program begins in December 2024 and concludes in April 2026. Pilot services will be available to participants for the entire duration of the pilot. However, customers can only enroll between December 2024 and July 2025.
Eligibility:
- You must be a SoCalGas customer.
- You must reside in one of the following zip codes: 90022, 92223, 92557, 93535.
- You must have a past due natural gas bill with SoCalGas that is at least 90 days old.
- All income levels are eligible to participate.
- Customers who are currently enrolled in SoCalGas’ Percentage of Income Payment Plan (PIPP) are not eligible to participate in this pilot program.
How to Enroll: SoCalGas has awarded two (2) CBOs to assist in the pilot program. To participate in this program, please contact one of the two authorized CBOs listed below that serves your ZIP code.

Community Based Organizations Update
The California Public Utilities Commission (CPUC) recently issued a Decision (D. 22-04-037) which provides a framework to establish and operate a Community Based Organization (CBO) Case Management Pilot Program (Pilot). This Pilot is designed to operate in targeted California communities where, during the first year of the COVID-19 pandemic, electric bills were highest relative to the available resources of the community.
To support the efforts of this Pilot, the Investor Owned Utilities (IOUs), have developed a statewide map that tracks arrearages and disconnections, by Zip Codes, as well as identifies nearby CBOs who may able to help customers lower or eliminate their arrearages.
